I've been building growth systems for tour operators since 2024, starting with PrimeOne Tours in Cancún, where the brief was simple: "we're 100% Viator-dependent and it's killing our margin." Twelve months later PrimeOne's direct slice was up 127%, blended ROAS at 2.8×, and Viator's share of total bookings had dropped from 99% to 59%, without a single optimization to their Viator listing.

Before that I led growth at AryzeTech across a 15-person team. Multi-vertical agency work taught me one thing for sure: every vertical has its own physics, and generic playbooks fail in slow, expensive ways. Tour operators are no exception, the consideration windows, OTA dynamics, booking-system constraints, and destination-specific keyword realities are unique enough that going deep in one vertical beats going wide in five.

Direct Booking OS, Scalepact's flagship framework, is the productized version of what worked at PrimeOne: the visibility layer, the acquisition layer, the retention layer, sized to the three tiers most operators actually buy. 02Operating principles

What we'll always do.

    Tour operators only.

    Scalepact doesn't take engagements outside the vertical. Different verticals have different unit economics, different consideration windows, and different attribution realities. Tour-operator math is specific. Hotels, e-comm, SaaS, same agency, same playbook, fundamentally different problem. We chose the vertical and stayed.

    We don't touch your OTAs.

    Your Viator listing is your business. We never log in, optimize, or interfere. The Direct Booking OS framework builds parallel infrastructure on assets you control, site, ads, email, WhatsApp, that grows alongside the OTA channel without putting it at risk.

    Flat retainer. Always.

    Percent-of-spend pricing pays the agency more when you spend more, regardless of whether bookings actually grew. That's the structural misalignment of the conventional agency model. Flat retainer breaks the link, we charge for the work, not the budget.

    Founder-led for the first 90 days.

    Hamza is on every account. After day 90, narrow tasks (GBP posts, content production, dashboard maintenance) get delegated to named contractors. Strategy stays founder-led permanently. There's no junior account-manager layer between you and the person responsible.

    Honest fit checks.

    About 1 in 5 audits ends with us telling the operator they don't need an agency yet, and we send the audit doc anyway. We'd rather be the agency that didn't sign you than the one that signed you and over-promised.

03The model

Why three tiers, productized.

Most tour operators sit somewhere between "we tried Google Ads once and burned $4K" and "we know we should be doing more direct but we don't know what." A productized three-tier offer fits that reality. Visibility ($600) is the floor, start the SEO clock without committing to ad spend. Growth ($1,200) adds paid acquisition. Pro ($2,000) adds retention and brand. Each tier is the previous one plus a layer.

Pricing is intentionally lower than agency norm. The playbook is templated where it can be (SEO structure, GBP cadence, GHL retention flows), founder-led where it must be (strategy, audit, plan). Lower price reflects the productized model, not lower quality. Most operators land in Tier 2 after the first sales conversation.
